The season gives the conclusion to last season’s finale that has Gibbs and his team attempting to apprehend a Mexican drug dealer threatening Gibbs’ father, and it also involves Ziva's largely-unseen boyfriend, Ray, and the CIA continuing to meddle in NCIS's day-to-day workings.
